# Working from the UAE with a Mac: internet, eSIMs and what’s blocked

The UAE’s internet is fast and widely available, but it is managed. The regulator, TDRA, decides which internet calling services are lawful, and the operators block content in a published list of categories. Messaging works as usual; calls are where most visitors notice the difference.

**Travel advice.** The UK’s travel advice, updated on 27 October 2026, warns of regional tensions and possible flight cancellations and airspace closures[7](https://kilobat.app/travel/united-arab-emirates#source-7). Check your own government’s advice before you go.

Blocked

Content in 19 published categories, including VPNs used to reach blocked content and illegal communication services[5](https://kilobat.app/travel/united-arab-emirates#source-5).

Calls

Internet calling services need to be supplied by, or in collaboration with, a licensed provider or be approved by TDRA[1](https://kilobat.app/travel/united-arab-emirates#source-1); WhatsApp calls are reported blocked[3](https://kilobat.app/travel/united-arab-emirates#source-3).

SIM rule

Visitors register with a passport; up to two SIMs per operator[1](https://kilobat.app/travel/united-arab-emirates#source-1).

VPN law

Using a false or third-party IP address to commit or hide a crime carries prison and a fine of Dh500,000–2,000,000[6](https://kilobat.app/travel/united-arab-emirates#source-6).

**Checked 1 November 2026.** Rules and blocks change, sometimes overnight. Each claim links to its source; where a source and this page differ, the source wins.

## What’s blocked or restricted

Under TDRA’s Internet Access Management policy, the operators block content in these categories, among others[5](https://kilobat.app/travel/united-arab-emirates#source-5).

- **Bypassing blocked content.** The first category covers sites and services used to reach blocked content, which includes proxies and VPNs that allow access to prohibited content[4](https://kilobat.app/travel/united-arab-emirates#source-4)[5](https://kilobat.app/travel/united-arab-emirates#source-5).
- **Illegal communication services.** A category of its own[5](https://kilobat.app/travel/united-arab-emirates#source-5). This is where unlicensed internet calling falls.
- **Gambling, pornography, drugs and fraud.** Along with insult and defamation, invasion of privacy, intellectual property infringement, terrorism and anything a court orders blocked[5](https://kilobat.app/travel/united-arab-emirates#source-5).

Most work tools aren’t in any of these categories. Email, cloud storage, code hosting and video meetings in approved apps load normally. When something in these categories won’t load, Kilobat can identify signs of a network block or a service’s own regional refusal, though the result can be inconclusive. See [blocked here, not down](https://kilobat.app/is-it-down#blocked-here).

## Calling apps

TDRA treats voice and video calls over the internet as a regulated activity. Its FAQ says using calling software is lawful only when the provider is licensed, works with a licensed operator, or has been approved by TDRA, and that people who use other apps are legally liable[1](https://kilobat.app/travel/united-arab-emirates#source-1).

- **Blocked.** WhatsApp messages and media work, but its calls are blocked under telecom rules[3](https://kilobat.app/travel/united-arab-emirates#source-3). Operators are obliged to block illegal internet calling traffic[2](https://kilobat.app/travel/united-arab-emirates#source-2).
- **Approved.** TDRA’s list has included Microsoft Teams, Zoom, Cisco Webex, Slack, Google Meet and BOTIM[2](https://kilobat.app/travel/united-arab-emirates#source-2)[14](https://kilobat.app/travel/united-arab-emirates#source-14). The National names BOTIM and C’Me as the approved apps people in the Gulf use[3](https://kilobat.app/travel/united-arab-emirates#source-3).
- **Check the current list.** TDRA keeps the up-to-date list of approved apps on its Internet Guidelines page[1](https://kilobat.app/travel/united-arab-emirates#source-1). Lists in news articles go out of date.

Ordinary phone calls through your home carrier while roaming are not internet calls, and work as at home.

## How mobile data reaches your Mac

There are three ways to get mobile data to your Mac.

- **A UAE SIM.** Data goes through e& or du, so the blocks and the calling rules above apply. Visitor lines are sold for a limited period[1](https://kilobat.app/travel/united-arab-emirates#source-1).
- **Roaming on your home SIM.** Roaming data can be routed through your home carrier[11](https://kilobat.app/travel/united-arab-emirates#source-11), but the route and service availability vary by carrier and network. Check with your provider and do not rely on access to a specific service.
- **A travel eSIM.** Many route traffic through another operator’s gateway, often in a third country[11](https://kilobat.app/travel/united-arab-emirates#source-11)[12](https://kilobat.app/travel/united-arab-emirates#source-12). Which country that is decides what loads; sellers rarely say.

How the data is routed doesn’t change the law. The calling rules apply to people using telecom services in the UAE[1](https://kilobat.app/travel/united-arab-emirates#source-1), so read them as rules about what you do there.

## What the law says about VPNs

VPNs are not banned outright in the UAE. What matters is what they’re used for[6](https://kilobat.app/travel/united-arab-emirates#source-6).

- TDRA said in 2016 that no regulation stops companies, institutions and banks from using VPNs to reach their internal networks, and that users may be held accountable if a VPN is misused[6](https://kilobat.app/travel/united-arab-emirates#source-6).
- The Internet Access Management policy blocks VPNs and proxies that let users reach prohibited content[4](https://kilobat.app/travel/united-arab-emirates#source-4)[5](https://kilobat.app/travel/united-arab-emirates#source-5).
- Article 10 of Federal Decree-Law No. 34 of 2021 on Combatting Rumours and Cybercrimes punishes using a fraudulent or third-party IP address to commit a crime or prevent its discovery with imprisonment and a fine of Dh500,000 to Dh2,000,000[6](https://kilobat.app/travel/united-arab-emirates#source-6).
- Swearing and rude gestures are illegal online too, and can lead to jail or deportation[8](https://kilobat.app/travel/united-arab-emirates#source-8).

A work VPN to your employer’s network is the use TDRA described as allowed. Using any connection to reach blocked content or unlicensed calling is not.

## SIM and eSIM registration

Every SIM is registered to a person. TDRA’s FAQ sets out the rules for visitors[1](https://kilobat.app/travel/united-arab-emirates#source-1).

- Visitors register with a passport; citizens of the Gulf Cooperation Council can use their national ID[1](https://kilobat.app/travel/united-arab-emirates#source-1).
- A visitor can register up to two SIM cards with each operator, under the operator’s conditions and for a limited period[1](https://kilobat.app/travel/united-arab-emirates#source-1).
- If registration details aren’t valid, the operator must disconnect the SIM, after notifying you[1](https://kilobat.app/travel/united-arab-emirates#source-1).
- Satellite phones are allowed only if they can connect through a UAE licensee[1](https://kilobat.app/travel/united-arab-emirates#source-1), and may need a licence[8](https://kilobat.app/travel/united-arab-emirates#source-8).

## Hotel and café Wi-Fi

Hotels and cafés usually give a password or a room-number sign-in page. The operators’ free public Wi-Fi is tied to a mobile number.

- **UAE WiFi by e&.** Open to anyone with a UAE mobile number, one session per number; you register once[9](https://kilobat.app/travel/united-arab-emirates#source-9).
- **WiFi UAE from du.** You enter a mobile number and a code arrives by text. With an international number, a further page asks for your passport number, nationality and date of birth[10](https://kilobat.app/travel/united-arab-emirates#source-10).
- The rules for calls apply on Wi-Fi too. A blocked calling app stays blocked on hotel Wi-Fi.

## Prepare your Mac before you go

Set the Mac up at home.

- Install an approved calling app before you go if your contacts use one, and agree with clients which app you’ll meet in. Check TDRA’s current list first[1](https://kilobat.app/travel/united-arab-emirates#source-1).
- Download what you need while your connection is cheap. Roaming and travel eSIM data cost far more than home broadband.
- For two-factor sign-in, an authenticator app works offline. Time-based codes are calculated on your device from a shared secret and the clock[13](https://kilobat.app/travel/united-arab-emirates#source-13), so they don’t depend on a text reaching a roaming number.
- Save offline copies of maps, tickets and booking confirmations, in case the hotel Wi-Fi isn’t signed in yet when you need them.

## Where Kilobat helps

Kilobat checks your connection and the service to help you investigate what may be wrong.

- **Is it them or me, or blocked here?** Kilobat checks your connection and the service’s status page. It may identify signs of a network block or a service’s own regional refusal; results can be inconclusive. See [blocked here, not down](https://kilobat.app/is-it-down#blocked-here) and [“not available in your region” answers](https://kilobat.app/docs/health#region-unavailable).
- **Hotel Wi-Fi sign-in.** Kilobat can notice a sign-in page and offers a button to open it. With Pro, it can warn before a session expires once it has learned its usual length. See [hotel Wi-Fi login on a Mac](https://kilobat.app/hotel-wifi-login-mac).
- **Leak test.** The VPN leak test checks for selected DNS, IPv6 and UDP leaks. Passing these checks does not prove that all traffic uses the VPN. See [proxies and VPNs](https://kilobat.app/proxies-vpns).
- **Hotspot data saver and data packs.** The Travel profile holds back backups and updaters on the phone’s hotspot, and a budget that starts over only when you reset it matches a fixed eSIM data pack. See [save hotspot data](https://kilobat.app/save-hotspot-data).
- **Call reports.** After each call in Teams, Zoom or Meet, Kilobat says whether it froze and why. See [video calls](https://kilobat.app/video-calls) and [Kilobat for digital nomads](https://kilobat.app/digital-nomads).

## Questions

**Do WhatsApp calls work in Dubai?**

No. Messages and media work, but WhatsApp’s voice and video calls are blocked in the UAE[3](https://kilobat.app/travel/united-arab-emirates#source-3). Use an app on TDRA’s approved list[1](https://kilobat.app/travel/united-arab-emirates#source-1).

**Is it illegal to use a VPN in the UAE?**

Not in itself. Companies may use VPNs for their internal networks[6](https://kilobat.app/travel/united-arab-emirates#source-6), but using one to reach blocked content is restricted[5](https://kilobat.app/travel/united-arab-emirates#source-5), and using a false IP address to commit or hide a crime carries heavy penalties[6](https://kilobat.app/travel/united-arab-emirates#source-6).
